Jose was born on July 6, 1937 to Jose and Alvina (Mendolla) Rosales at Friendship, Texas. He married the love of his life, Saturnina DeLeon on April 19, 1954 in Lubbock. Jose and his family moved to the Wolfforth area in 1934 where his father worked for the Hobgood family. Jose started working as a blacksmith which helped launch his family business, Rosales Welding. In 1972 he started R & C Welding with Kenneth Clark and in 1978 moved the business to Highway 62/82 and Flint. After 30 successful years of business and service to the community, Rosales Welding closed its doors in 2002.
He was appointed to the Wolfforth City Council where he served multiple appointments since the 1970's. Jose's leadership on the City Council paved the way for the establishment of the Wolfforth EMS and Fire Departments. Jose was with the Wolfforth Fire Department for 26 years as a fireman, Captain, President of the Fire Dept., Fire Chief, and the last three years as Fire Marshal. Over the years Jose served on the Board of Directors on the Lubbock County Chapter of the American Red Cross, President of the South Plains Association of Governments, on the Board of Directors for the Wolfforth Chamber of Commerce, as an Administrative Board Member of Wolfforth United Methodist Church and as Director of Lubbock County Red Cross and ran as a Democratic candidate for Justice of the Peace Precinct 5. Jose also served as Co-Chairman of the Wolfforth Planning and Zoning committee and directed a committee for vocational education for Frenship Independent School District. Jose has also been a member of the Elks Lodge and a former member of the Lions Club.
Those left to cherish his memories are his wife, Nina; four children, Juan J. Rosales and wife Kerri of Watauga, Sylvia Hart and husband Jay of Sunnyvale, Calif., Joe J. Rosales of Leander and Jose I. Rosales, Jr. of Wolfforth; his brother and sister, Jesus of Lubbock and Sandy Richardson of New Deal; 14 grandchildren; 18 great-grandchildren; and his loving and devoted pet, Fire.
